The United States has decided to partially lift anti-dumping measures against Chinese solar cell products
According to Vietnamese media, the United States Department of Commerce decided to partially revoke the anti-dumping and countervailing duty orders against Chinese solar cell products.



The Trade Relief Department of the Ministry of Industry and Trade reported that on June 22, 2023, the United States Department of Commerce (DOC) issued a decision to revoke some orders of imposing anti-dumping and countervailing duties on solar panel products imported from China since 2012.



Therefore, the products excluded from this tax order are small-sized independent solar panels (with or without an external glass casing) with the following characteristics: the total output power of each panel is ≤ 200 watts; The maximum surface area of each piece is 16000cm2; No built-in inverter; Attached with handles or packaged for easy transportation; Equipped with one or more mounting brackets for easy installation or angle adjustment; Equipped or packaged with a power cord of no less than 3 meters in length, connected to a power connector with a diameter of 8 millimeters.



This decision is the result of a review of the constantly changing situation at the request of Chinese solar cell manufacturers and exporters.



According to the decision, the United States Department of Commerce (DOC) will instruct the U.S. Customs and Border Protection (CBP) not to impose anti-dumping/countervailing duties on newly imported goods. The United States will start from December 1, 2021 (Dumping (pricing policy)#Anti-dumping actions) and January 1, 2021 (countervailing duty).



According to the Trade Relief Administration, at present, the United States Department of Commerce is conducting anti-dumping/countervailing tax evasion investigations on solar cell products imported from Malaysia, Cambodia, Thailand and Vietnam. It is reported that the tax order being implemented is expected to issue the final conclusion on August 17, 2023.



Therefore, the Vietnam Trade Relief Department said that with the United States Department of Commerce (DOC) revoking some of the original tax orders against China, Vietnamese enterprises will not be subject to Dumping (pricing policy)#Anti-dumping actions duties if they export solar panels and small independent solar energy to the United States in the future.
